Looks like a Simplex dead axle chassis with a lawnmower steering wheel.

Rob's correct...............it's a Simplex MK II. Not too many of these floating around. It's missing the left and right rear brakedrum/sprocket wheels. Not easy to find. Tom Thorin and Brian Thomas can certainly help with this project. Good luck.

Simplex MK II's came with 5" steel wheels all around. There was a magnesium wheel option as well as a 6" rear wheel option. If you'd rather not go thru the hassle of trying to locate them, Tom Thorin has come up with a neat way to adapt currently available Azusa wheels/brakes/sprockets to the dead axle MK I & MK II's.
