Chrome Questions

I am getting ready to take a bunch of stuff to the chromers and I am prepping everything for the best results. I had a portion of the frame that was originally chromed and then a farmer john angle iron mount was welded on top of that. In the process of removing the mount and weld, I had to do a fair bit of grinding which left a medium sized flat spot on the frame that I need to get built up to the height of the original material.

I have a couple of questions. First, does heating the surrounding chromed surface release any nasty fumes that I need to be aware of (similar to galvanized). Second, what type of welding (brazing, mig, tig) would be the best in terms of the resultant weld hardness (after all, I am going to have to sand and finish it before going to chrome.)
