Hi Brian-
It looks like a Putt-Nik of some sort, maybe a Scorpion? Definitely has the Putt-Nik steering 'hoop'. Cubel will know for sure.

It is a 1961 Putt-Nik Phantom this was Putt-nik's second line race kart under the New Demon that year. Ron
