Hi Brian, I believe it is an early Percival Kart that has been altered (seat area).

Hello John, hope your trip home went well and it was a pleasure meeting and visiting with you and Sandy. Brian/John, in a 1960 Karting Guide it shows that Kart and it is a Percival. Tom
