Is there a more reliable carburetion for a Clinton panther engine?

Depends on how you want to run them. A good stock carb works pretty well for such a low RPM engine.
You can use a Tillotson or even a slide carb if you like.

The standard float type carb is ok for putting around.
Like Rob said, a small Tillotson is the way to go for track use.
HL166b Tilly is available new.
For used carbs, I try to find a decent HL93 or HL189.
When going to a Tilly, you will have to drill a pulse hole in the stock manifold, or find a Go Power manifold.
