Can anyone ID this wheel please? I am thinking it is a Manco wheel as I think the kart is also but not sure.

Sorry, not a Manco wheel, though it looks a lot like a Manco wheel. I have a 4" and 5" in front of me as I write this. The webs on the Manco wheels are much thinner than the wheel shown, and have "cylinders" cast into the webs for mounting drive sprockets. In addition, the Manco wheels only had one "bead" around the flat outer portion of the rim, not 2 beads like your wheel (and Go Power wheels).
I've never seen a rim like the one you photo'd.
