Who made this and what year?

I bought this kart off of craigs list. I have not seen it before. It has hornet front wheels and brakes. The rear brakes are Hurst Airheart. The seat is hinged. The stearing hoop is similar to rupp. the engine mount is an axel type that also bolts to the frame. Anyone seen one of these before? Any ideas who made it? any help would be great.
