Axle Rust

What's a good way to clean heavy surface rust (no pitting) from an axle? I thought about Hopes gun cleaning solvent and 0000 steel wool but tought I would ask you experts first.

Probably the same as your idea, but I use wd-40 and green scotch brite pads, use gloves, it is messy.

Is it best to scrub it length ways or round and round or does it really matter?

I have used clr (calcium,lime,rust remover) with steel wool with great results.It really works when you spray it on and let sit for 5-10minutes the hit it with steel wool. My 2cents.
