Dave, Yes, they do. At the major events, expect over 100 karts to show up, along with several hundred people. Emil,
I doubt the guys doing safety tech at TBO would pass that kart, there are many safety issues that I can see, that would have been a problem even back in the time period you believe it was raced in.
