Could that be a door mat for a house? Most mats were either very custom like the McCulloch karts with the emblem or ribbed floor runner like you see in stores.

We have had great luck with plastic bead blasting. Make sure media is clean (pay extra) and some painted wheels come out amazingly well preserved with all that paint on them. Just look in the phone book & go talk to the guy before you just drop stuff off. Take pictures and give drop one off. They ha...

Has an English look to it and a special one off. But the twin rear tires and extra fuel tanks makes it look like one of those karts from the street races in Mexico. Think it has a motorcycle engine. See the third petal? Better pictures would help a lot but I'm guessing this is from an old magazine?
